On 17 October 2011, the Hong Kong Monetary Authority (HKMA) and Securities and Futures Commission (SFC) published a joint consultation paper on the proposed regulatory regime for Hong Kong’s over-the-counter (OTC) derivatives market.The consultation sought comments on proposals that would implement Hong Kong’s G20 commitments on the trading, central-clearing and reporting of OTC derivatives. The proposals are similar to those put forward by the European Commission in the European Markets Infrastructure Regulation (EMIR) and by the US authorities in Title VII of the Dodd-Frank Act.
