CSRC and AMAC, Chinese regulatory authorities announced in June 2016 milestone opening up policy to allow global asset managers to setup WFOE to manage private investment funds in China, which is also an echo to dialogues between China government and other countries and regarded the strategic move since 2002 when foreign capital was permitted to participate in mutual fund through joint-ventures.  Fidelity, UBS Asset Management, Man Group and Fullerton Fund Management have successfully acquired relevant licenses to step into their China private fund businesses.  We also witness great demand of global asset management to enquire into the policy, due preparation etc.

With MSCI recent announcing that beginning in June 2018, China A-shares will be included in its Emerging Markets Index and the MSCI ACWI (All Country World Index) Index. This milestone moment will drive a new wave for the global asset management community to pay more attention to China A share market and also a well proven case of global investors’ confidence on Chinese economy and financial market. In the following 12 months, how should we prepare in portfolio rebalance and it long term impact for regional and global market also continue to be the spotlight.

AIMA, AMAC and PFM WOFE Scheme

Founded in 1990, AIMA is the global alternative asset manager association with members based in over 55 countries which include managers performing alternative strategy, fund of hedge fund managers, prime brokers, legal and accounting firms, investors, fund administrators and independent fund directors. a combined $1.8 trillion in asset (as of July 2017).  AIMA is a dynamic organization that reflects its members’ interests and provides them with a vibrant global network.  As set in whole cooperation framework in strategic MOU we signed with AMAC in 2014, we worked closely with CSRC and AMAC for advocacy, sound practice and eps in facilitating global managers’ carrying out WOFE business.

Currently, China private fund sector has witnessed a fast-growing AUM at 13.59 trillion RBM (2.55 trillion Canadian Dollar)on 30 June 2017 while private security fund demonstrated an AUM of 2.28 trillion RMB (428 bn Canadian Dollar)as per AMAC data.According a BCG report published in 2016, the total AUM of China Asset Mgmt Products are expected to reach 174 trillion RMB (32.66 trillion Canadian Dollar)in 2020 which all suggested a promising market full of opportunities.  AIMA devote much to this new policy initiative and cooperated with government agencies, brokers and global services providers to introduce the onshore market practice.

Lujiazui prides itself with a rich cluster of asset management institutions to already have 8 of 10 largest asset managers set up WOFE in Lujiazui, including Blackrock, Vanguard, Fidelity, Allianz, JP Morgen, BNY mellon, AXA, and Deutche Bank.Many other famous global managers also set up WOFE in Lujiazui,including UBS, Invesco, Aberdeen, Swiss Credit, Schroders, Manulife, Neuberger Berman, Bridgewater, Mirae Asset etc.  Fidelity and UBS Asset Management have also completed the full process of registration with AMAC, the regulatory body of China asset management industry and being granted according licenses, thus becoming the first batch of global managers to be able to legitimately raise fund locally and invest locally into A share market, China onshore bond and future market.
