Deputy Superintendent, Virtual Currency at the New York State Department of Financial Services
Ken has 25 years of industry experience in equity options trading, markets regulation, bank supervision, and virtual asset service provider supervision. Ken joined the DFS in 2024 to lead the DFS’s Bitlicense licensing, examination, and monitoring program.
Prior to joining the DFS, Ken was the Head of Innovation and Technology Risk Supervision at the Dubai Financial Services Authority (DFSA) where he oversaw the regulatory sandbox program and the supervision of technology-enabled financial services providers such as payments providers, crowdfunding platforms, automated wealth management, Virtual Asset Service Providers, and DLT-based product offerings; and the cyber risk supervision program.
Prior to joining the DFSA, Ken managed a team of market conduct investigators at the Chicago Board Options Exchange (CBOE), prior to which Ken was an open-outcry and electronic equity options market maker on the trading floor of the CBOE.
Ken holds a BSBA in finance and qualifications in compliance, financial crime, and Islamic finance. He was a member of the Global Financial Innovation Network (GFIN) Board, the DIFC Cyber Forward Program Steering Committee, the former IOSCO FinTech Network, and various international regulatory working groups.
