Dr. Brian M. Scholl

Senior Economic & Regulatory Researcher, Norm Ai and Faculty Member, George Washington University Trachtenberg School of Public Policy and Public Administration

Dr. Brian M. Scholl is Senior Economist and Senior Regulatory Strategist at Norm Ai, an AI-powered legal and compliance innovation leader, where he works at the intersection of artificial intelligence, regulatory design, and financial-services governance. He is also a member of the faculty of the George Washington University’s Trachtenberg School of Public Policy and Public Administration.

Dr. Scholl recently served as Chief Economist at the United States Securities and Exchange Commission, where he founded and led the Office of Investor Research (OIR). Under his leadership, OIR developed a globally unique evidence-generation and regulatory analytics infrastructure that positioned the SEC at the forefront of data-driven regulatory innovation. His work strengthened evidence-based policymaking, expanded financial access, and advanced technology-enabled regulation at the Commission, helping to catalyze innovation across the agency. In recognition of these efforts, he was named Federal Evaluation Innovator of the Year.

Previously, Dr. Scholl served as Chief Economist of the United States Senate Budget Committee, where he was a key contributor to domestic and international economic policymaking during the recovery from the Global Financial Crisis.

Dr. Scholl’s research has been published in leading academic journals, including the Journal of Economic Behavior & Organization, the Journal of Money, Credit and Banking, the Journal of Public Policy & Marketing, and the Journal of the Association for Consumer Research. He regularly presents at leading academic conferences and institutions. He holds a Ph.D. in Economics and an M.A. in Statistics from the University of California, Berkeley, and a B.A. in Economics from Union College. He maintains affiliations with the Institute of Labor Economics (IZA-LISER) and the Global Labor Organization (GLO).
