Director of Business Development, ICE
Leon Liang, CFA, FRM is the Director of Business Development at ICE Data Services, where he works closely with hedge funds, quantitative investment managers, and systematic trading firms across Asia‑Pacific. In this role, Leon partners with portfolio managers, quantitative researchers, and data engineering teams on the evaluation and deployment of high‑performance market data and analytics used in alpha research, execution, and risk management.
Leon serves as a domain expert in high‑frequency trading workflows, quantitative research infrastructure, and advanced data analytics, with a strong understanding of how systematic strategies are designed, tested, and operationalized in professional trading environments. Through his day‑to‑day engagement with hedge funds and quant funds, he has developed deep practical insight into areas such as factor research, alternative data integration, low‑latency market data, cloud‑based research stacks, and the emerging use of machine learning and large language models (LLMs) in the investment process.
Beyond his commercial role, Leon is an active contributor to the quantitative finance ecosystem. He manages and grows regional quant communities, organizing forums and events for quant portfolio managers, analysts, researchers, and developers to exchange ideas on quantitative models, data innovation, and market structure.
Leon holds a Master’s degree in Electronic Engineering and an MBA in Finance and Consulting. He is also a Chartered Financial Analyst (CFA) and Financial Risk Manager (FRM). Outside of finance, Leon is also a certified snowboard instructor (CASI).
