David He is the founder and CEO of Rosetta Management Corporation, a investment consulting company based in Tokyo and in the process to apply for a fund management licence in Japan. Early on, David was the Chief Operating Officer for Vanguard China, managing the overall operations of Vanguard China business. Prior to Vanguard, David He was with Fidelity International(FIL), as the General Manager of FIL Investment Management (Shanghai) Ltd. David holds an MBA degree from The Wharton Business School of the University of Pennsylvania.
